Phase 4
Security Enhanced Rotary Print Heads
Off Market Deadline: December 31, 2008
The USPS is requiring the replacement of all rotary meters with digital postage meters, since they are proven to be less susceptible to tampering and fraudulent misuse than rotary letterpress technology. Digital meters will print unique indicia, permitting easy detection and identification of counterfeit indicia. The new information Based Indicia, otherwise known as IBI, is a digital code that is read by a scanning device by the USPS, ensuring accuracy and legitimacy of the postage. The following questions and answers are designed to help you better understand this requirement.
What is the deadline for replacing rotary meters with digital types?
The U.S. Postal Service requires that after December 31, 2004, all new meter placements must be capable of printing a digital indicia. It will be against Postal Service regulations to place a new rotary meter after that date. All Phase 4 rotary meters must be replaced by December 31, 2008.
